The International Department of the Ministry of Education and Science of the Russian Federation commented on the progress in the implementation of the priority project Export of Education, which started in May this year.

- The consolidated plan of the priority project has been prepared, a roadmap for improving the regulatory framework for the export of Russian education has been developed. In mid-August, its approval is planned, - the International Department of the Ministry of Education and Science of the Russian Federation reported.

It is noted that the group of experts has started marketing research in the area of export of Russian education, selection of educational institutions of higher education for the creation of a consortium of exporting universities. Its creation is also planned in mid-August.

- Currently, there are organizing meetings of the working bodies of the functional areas. In total there are 13 of them in the project, - the Ministry of Education and Science of Russia informed the International Department.

The key objective of the project is to increase the attractiveness and competitiveness of Russian education on the international market of educational services and thus increase non-primary exports of the Russian Federation.

The implementation of the priority project should increase the attractiveness of Russian educational programs for foreign citizens, improve the conditions for their stay during the training in Russia, and increase the recognition and status of the brand of Russian education in the international educational market, and as a result - at times increase revenues from export of educational services .

To increase the attractiveness of educational programs for foreigners, it is necessary to develop and implement a target model of the university's activities in exporting education, including the creation of international services to support foreign students. First, this model will be implemented in 20 universities, and from 2021 will be introduced in all universities of the country.

The project will develop new forms of joint educational programs and programs in English, develop online education for foreigners, educational tourism routes and summer training programs for foreigners, and create a unified Internet - navigator for the Russian education system.

Also in the implementation of the priority project it is necessary to improve the regulatory framework governing the admission and training of foreigners, the recognition of documents on foreign education, the procedures for entry, departure and stay of foreign teachers, as well as taxation of educational activities in the framework of international cooperation.

In addition, it is necessary to strengthen the promotion of the brand of Russian education abroad through the channels of Russian foreign missions and leading mass media, as well as organize a consolidated presentation of Russian universities at international exhibitions.

As a result of the project, the number of foreign students who are enrolled in full-time in Russian universities should grow from 220,000 in 2017 to 710,000 in 2025, and the number of foreign listeners of online courses of Russian educational organizations is from 1 million 100 Thousand people to 3 million 500 thousand people. The number of foreign students who have been trained in supplementary education programs should double in 2025 compared to 2016.

The volume of funds received from the export of Russian education should grow more than fivefold, to more than 373 billion rubles in 2025.Currently, the most priority areas of training which foreigners choose in Russian universities are economics and management, clinical medicine, education and pedagogical sciences.

Interest in Russian higher education has traditionally been high in the Commonwealth of Independent States countries. For example, at the moment, more than 67,000 students from Kazakhstan, as well as countries of the Asian region are studying in Russia: China (13,500), India (6,600), Vietnam (3,300).
